The ribbed rubber stopper seats in the neck of the bottle and the dragon head sits on top, so the bottle is closed while it is on the shelf. Tip the bottle and the drink runs out through the pourer. The supplier shows this on wine bottles and describes it for cocktail and whiskey bottles as well.
The supplier lists it for gatherings, cocktail parties, birthdays and as a small gift. It is a decorative piece first: a cast dragon head with a gold-coloured collar on the bronze version and a silver collar on the dark silver version.

The ribbed stopper section is about 2.0 to 2.45 cm across, per the supplier size drawing. Check that against the inside of your bottle neck.
The supplier gives no care instructions. Rinse it by hand and dry it, which is the safe choice for a cast metal and rubber piece.
